WIP Job Creation is not honoring OFF days for some operations (Doc ID 1542888.1)

Symptoms

When customer releases a job from planning, the job is getting created with expected completion date, but the start date is not as expected. They have 5 days workday calendar with sat and sunday Off. For some operations, which starts before the end of the week and ends after start of the next week, considers the off days as workday. This happens ONLY for few operations and it gives WRONG start date.

The setups appear to be correct. Issue appears to be the they are using a 24 hour shift 00:00:00 to 00:00:00. Using this shift the day off is not being taken into account. If they use a shift of 23hour and 59 minutes the day off works correctly but the lead time is off 13 minutes (1minute per day). Customer also reports they cannot use 00:00:00 to 23:59:59 for the shift definition (They are not able to set the seconds).
