Symptoms

When running Full Payment Submission Process the following error occurs.

The start date of employment for the assignment xxxx is invalid

-- Steps
The issue can be reproduced at will with the following steps.

1) Create new employee
2) Complete RTI New Starter Tab ,
- Date left Prev Emp = 30-Apr-2013
3) Run May Payroll
4) Run Prepayments
5) Run FPS
