Not All Errors From Eng_Eco_Pub.Process_Eco Returned After Patch 13777030:R12.ENG.C (Doc ID 1543239.1)

Symptoms

On : 12.1.3 version, ECOBO

ACTUAL BEHAVIOR
---------------
After applying <patch 13777030>:R12.ENG.C, not all error messages are returned after the ECO API - ENG_ECO_PUB.Process_ECO is run.

EXPECTED BEHAVIOR
-----------------------
All errors at RI (Revised Item) / RC (Revised Component) level should be returned. We see only the BO level errors returned.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Run API before patch, see below errors -

1:Revised item RS_BOM_ASSY2 is being referenced in another ECO.
2:RC:1:ECO:BOM_INVENTORY_COMPS_INTERFACE
2:Component RS_BOM_COMP1 does not belong to item RS_BOM_ASSY2 on ECO ECO204. Please enter the correct parent.
3:BO:1:ECO:
3:An error occured while processing business object ECO204 in organization M1. Please check the data in this business object and re-run the import process.

Started happening after <Patch 13777030>:R12.ENG.C - ENGULCMB.pls 120.28.12010000.10

Reproducible on ENGULCMB.pls 120.28.12010000.7 or above, This was a regression from <Bug 11825003> - Custom Error In Business Event Subscription Is Not Shown As Expected
