Entitlement Search Is Not Showing Some Contacts (Doc ID 1544298.1)

Symptoms

On : 12.1.3 version, Service Request Form

ACTUAL BEHAVIOR
---------------
When searching for entitled contracts based on the covered item (in this case system) the contract is not showing up.

EXPECTED BEHAVIOR
-----------------------
The expected Active contract should be shown

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (R) Service Contracts Manager
2. (N) Entitlement Search. Enter the System name and search.
3. The contract which is active and has the above System as covered item is not showing up.

4. When we try to view the Coverage on the contract line we get the error "FRM-41050: You cannot update this record".
