Symptoms
On : 12.1.2 version, Work Execution
When attempting to create a purchase requisition for an Direct Work Order
the following error occurs.
ERROR

Preparer is not an active worker
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Work order
2. Assign Direct item to the Work order.
3. Release the Work Order.
4. System is submitting Reqimport concurrent program.
Above Concurrent program error out.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users were unable to create purchase requisitions.
