Customers Workbench: Unable to Enter Taxpayer for Customer in Angola and Other Countries Not in Home Country (Doc ID 1544451.1)

Symptoms

On : 12.1.3 version, Customers Module

You have customers from Angola (with Angola address).
When you attempt to enter the taxpayer information, you receive the following error:

The Taxpayer id is invalid- Please enter a valid value

Patch 10338410 has been applied.

Error from Debug:

When the value of the "default country" profile is changed, the error persists.
When the value of the "default country" profile is changed to "Angola", the system allows the saving without error.
However, this cannot be done, because the validation stops to work for the Portuguese data.
