R12: Online Help Page Error After Upgrade - Help Target US/AR/@arugctsrch Could Not Be Found

After upgrade from 11i to 12.1.3, attempting to open Online Help page from Receivables, the following error occurs.

Help target US/AR/@arugctsrch could not be found

The issue can be reproduced at will with the following steps:
1. Try to open the Online Help Page
