Concurrent: WMSLCPUP - Update Locator Capacity

Symptoms

Release 12.1.3

When launching the Update Locator Capacity concurrent program (WMSLCPUP), it completes with Error the following messages in the request log.
(when debug mode is enabled)

The problem occurs with newly created organizations with no on hand quantities and with no transaction activity.

1. Select Responsibility Warehouse Manager

2. Submit the Update Locator Capacity concurrent program
