Update Locator Capacity (WMSLCPUP) Failing with Error ORA-06502: PL/SQL: numeric or value error: NULL index table key value (Doc ID 1545182.1)

Concurrent: WMSLCPUP - Update Locator Capacity

Symptoms

Release 12.1.3

When launching the Update Locator Capacity concurrent program (WMSLCPUP), it completes with Error the following messages in the request log.
(when debug mode is enabled)

The problem occurs with newly created organizations with no on hand quantities and with no transaction activity.
