ACTUAL BEHAVIOR

Report Manager - Users to Value security does not take effect to restrict the expansion value

EXPECTED BEHAVIOR
-----------------------
After assigning a value set to participate in the Users to Value security and assign certain user as a viewer in one value, this user can see all expansion values on the report submitted.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1- Login to Report Manager responsibility and go to Security Workbench
2- Cost_Center values set added to participate in the Users to Value security. Click Security Listing Report to show the security created.
3- Click Go without searching criteria to see all security created.

4- REPMGR user added as a viewer for one value (1011005), so this user expected to see only this value.
5- Now start to submit the financial report. Go to Financial Report Submission.
6- Enter Report Name Example:  “Exp Report Head Office Compare”, content set “Head Office Exp”, Period “Jan-13”, Row order “Balance Sheet”, then click Next
7- Choose the template and Timeframe, then go to Security and choose “Cost_Center” User to Value Security. Click Next
8- Select a new storage location and enter the report name.
9- Choose a new folder created the click Next
10- Create new Menu Item for the report “Expenses Report 001” and assign it to responsibility “Expenses Report”. Click Next
11- Click Submit.
12- Click Ok.
13- Login as REPMGR user.
14- Go to the new Menu Item created “Expenses Report 001” 
15- Expect to see one value “1011005” since this user assigned as a viewer to this value only, although, the user can see all expansion values.
