Multiple PO Releases Autocreated Against One Dropship Order Even Though All Lines Are Exactly Same (Doc ID 1546136.1)

On : 12.1.3 version, Purchase Order

ACTUAL BEHAVIOR
---------------
Multiple Purchase Order (PO) Releases are autocreated against one Dropship Order even though all lines are exactly same.  The PO Releases are  created line by line even though  'Is Grouping of Requisition Line Allowed?' is set to Yes (Y) in the CREATEPO workflow.

EXPECTED BEHAVIOR
-----------------------
One PO Release should be autocreated for one Dropship Sales Order.

Findings:
'Is Grouping of One Time Address Line Allowed?' when set to Yes without modifying any other setup, then the dropship Requisition lines can be grouped to one release.
However; dropship requisition lines are irrelevant with one time addresses so the user could not change this attribute.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1)  Create and book a Dropship Sales Order.  Create line 2.1 by copying from line 1.1 in order to make sure the source data is exactly the same.
2)  Run 'Autocreate Dropship Requisition'
3)  Release to a Purchase Order
4)  Run Requisition Import
5)  Find that although the lines are the same, individual PO releases are created for each line.
