Tax Issues in Bi-Weekly payroll after an Off-cycle payroll to process late TimeCard Entries

Payroll is defined with an off-set of -1.

For employees whose Time Card comes in late, an Off-cycle Quickpay (but it's run type is still Regular) is run.  All other employees are done in a regular payroll run.

When executing the off-cycle payroll for Bi-Weekly payroll, the Date Paid falls in the next Pay Period.

Late time card entries are inevitable , although this is disturbing the employees Taxes withheld. What would be the best approach to resolve this issue?


Steps to Reproduce:
The issue can be reproduced at will with the following steps:

  1. For the Period starting 20-Jan-20XX and ending 02-Feb-20XX, Pay Date was 01-Feb-20XX.
  2. Run an off-cycle quickpay for an employee, it's usually done with a Pay Date in the following week, and that falls in the next (Bi-weekly) Pay Period (though Date Earned is 02-Feb-20XX, Date Paid still falls in the next pay period).
  3. This Off-cycle pay calculates Taxes correctly, but when we run the regular Payroll/Quickpay for the regular pay period, ie Date Paid : 15-Feb-20XX (Date Earned : 16-Feb-20XX), the Taxes increase.
