Authorization Fails With "HTML response names count=0" After Credit Card Encryption Patch Applied (Doc ID 1546687.1)

Symptoms

After following Note For Credit Card Encryption (ID 338756.1), we applied several patches.
Now when we are in the Sales Orders screen and try to perform Action / Process Payment,
the following error occurs.

ERROR

"The following error occurred when calling iPayment for Credit Card Authorization:"

But there is no specific error message listed in the pop-up window.

In data from fnd_log_messages, the following error is seen:
iby.plsql.IBY_PAYMENT_ADAPTER_PUB.OraPmtReq HTML response names count=0
iby.plsql.IBY_PAYMENT_ADAPTER_PUB.OraPmtReq In G_EXC_UNEXPECTED_ERROR Exception

Database to engine test is successful:

OapfCode: IBY_204704
OapfStatus: 3
OapfCause:


Test authorization from the iPayment Payment Administrator UI is also successful.

In the jserv.log, the following error is seen at the time the authorization is attempted:
java.lang.NoSuchMethodError: oracle.apps.iby.security.SecurityUtil.checkSecurityToken
