Error: 'You have encountered an unexpected error' When Selecting A Service Request Link From Install Base (Doc ID 1546942.1)

Symptoms

On 12.1.3 version an error appears opening some SR's from Install Base.  In Install Base -> click on a Service Request hyperlink the following error appears:

ERROR
Error Page  
You have encountered an unexpected error. Please contact the System
Administrator for assistance.

The same error appears in the Customer Support Specialist responsibility

STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1.   Oracle Install Base Agent User > Query a Serial Number >  
2.   In Install Base General page > Click on Service Requests hyperlink  > Click on SR Details. Get the error 'You Do Not Have Permission To View This Service Request'  on one SR as marked. Able to open the other 2
3.   Error appears.
