Is it possible to restrict transaction interface to Oracle Install Base to a specific Operating Unit ? (Doc ID 1547234.1)

Is there a way to restrict the Install base transaction entries to particular OU that is to OU1 and not to track any transactions happening in OU2.

Business Requirement:

There are same set of items used by two operating units lets say OU1 and OU2. OU1 have implemented Oracle Install Base and Service contract modules.  But OU2 have not. OU1 have set Install base tracking attribute enabled at master level so the same attribute gets enabled in OU2 org. Now if there is any Shipment transaction happened against that item it is registering an entry in Install base instance. So OU1 users complain it is not a valid entry.
