On 12.1.3 version, Oracle Advanced Benefits

Find for some employees when trying to process Open or Termination LE, getting the following error:

APP-BEN-91723: No Activity Base rate has been found for the Enrollment rate.

The issue can be reproduced at will with the following steps:
1. Process the Open enrollment for the 2013 for an employee.
