Error 'APP-BEN-91723' When Trying to Process a Open or Termination Life Event

Find for some employees when trying to process the Open or Termination life events, the following error occurs:

APP-BEN-91723: No Activity Base rate has been found for the Enrollment rate.

The issue can be reproduced at will with the following steps:
1. Process the Open enrollment for the 2013 for an employee.
