Customer External Bank Account Form Allows User To Create New Bank Account For Existing Bank Branch (Doc ID 1547896.1)

On : 12.1.3 version:

 Customer account's bank account form allows user to create bank account without bank branch.

The issue can be reproduced at will with the following steps:

1. Create new bank account page
2. Select existing bank
3. Select existing branch
4. Go back to the bank section and instead of "Select existing bank" option, choose Create new bank.
  At this point, the branch selection should be erased, as the branch is only selectable for existings banks (and is linked to a specific bank).
5. However, the branch information is not removed from the page, and the user is allowed to enter a new bank with the existing branch.
6. Since the branch is not actually linked to the new bank, the account will not have an actual branch attached.
