Lot Status In Destination Org Changed After Direct Org Transfer When Lot Exists and Allow Different Material Status is Set to 'With Exception'

On : 12.1.1 version, Material Status
ACTUAL BEHAVIOR
---------------
In both inventory organizations, Onhand Status is not used, and the "Allow Different Material Status" parameter is set to "With Exception". The source organization has lot status of "ACTIVE" and the destination organization has lot status of "HOLD". After we enter a direct inter-org transfer, the lot status in the destination organization is changing to "ACTIVE". This problem is occuring when we enter direct org transfers between two organizations using Lot status feature, and not at the Onhand Level.
EXPECTED BEHAVIOR

Expect to receive an error because the lot exists in the destination organization with a different status.
STEPS
-----------------------
1) Receive Lot for a specific item with quantities on hand with different lot statuses in the two orgs
2) Transfer qty from 1 org to the other org to a differnent location
3) Lot status in destination org is copied from source org.
