End Date Salesperson Error APP-JTF-210232

In 12.1.3, Unable to end date a resource, getting error 'APP-JTF-210232: Start Date Active cannot be greater than the End Date Active'.
Steps To Reproduce
Go to Order Management responsibility and select Setup -> Sales -> Salespersons
Select a Salesperson record and end date it.
For example set end date to 12-APR-2013, user gets message:
This resource has salesperson information whose end date exceeds the resource's expiation date 12-APR-2013. Do you want to end date these components also
Selecting yes will update the above components with the resource's end date 12-APR-2013
then give error message
APP-JTF-210232: Start Date Active cannot be greater than the End Date Active
