R12: Error Message Received When Clicking On Open Button For Blanket Purchase Agreement (Doc ID 1548633.1)

Symptoms

When attempting to open a Blanket Purchase Agreement (BPA), the user encounters the following error:
"This action is not allowed. Errors were encountered while loading updates to this Blanket Purchase Agreement."

User uploaded a bulkload file to the BPA as Iprocurement catalog admin. The upload ended with error. When trying to check the content of the BPA in the core application an error message comes saying:"This action is not allowed: Errors were encountered while loading updates to this Blanket Purchase Agreement"

Running the Purge Purchasing Open Interface Processed Data program to remove the lock does not resolve the issue.


Steps to Reproduce:
1. Using Purchasing responsibility Navigate to  Purchase Orders > Purchase Order Summary
2. Query BPA
3. Click Open
4. Encounter error
