On : 12.1.3 version, ECO
While trying to use the Eng_Eco_PUB.Process_Eco API to to update change orders in "Open" status, the following error occurs. The change orders are created within the application with the new item revision field set to Null. The API is then called to update the new item revision.

1. Create an ECO via the application with new item revision as Null in Open status.
2. Use the Eng_Eco_PUB.Process_Eco API to to update change orders
3. Get the error
