Why am I unable to ship confirm an item with Revision Control? We are using OPM

Symptoms
When attempting to ship confirm any delivery which has a revision-controled item in an OPM instance, the following error occurs
ERROR
-----------------------
Warning: Delivery details <delivery detail ids> in this delivery do not satisfy inventory controls. The ship confirm option selected will unassign all the lines from delivery <delivery id>
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to shipping->shipping transactions
2. Find the problematic order
3. Attempt to ship confirm the problematic delivery
4. Above error occurs
5. Dismiss this error, see that all delivery details have been unassigned from delivery
6. Review the Item definition report for the item on the delivery detail ids.
7. See that this item has lot control and locator control
