Symptoms

On : 12.0.6 version, eAM Work Order allows Operation sequence num to be saved as 0.
Material booked on the WO and issued against this operation is getting stuck in the Cost Manager with error:

CSTPACIR ORA-01400 Cannot Insert NULL into WIP_REQ_OPERATION_COST_DETAILS.OPERATION_SEQ_NUM
