Manager Not Able To Approve Employee's Goal Settings Goal Settings Deadline (Doc ID 1551452.1)

Symptoms

On : 12.1.3 version, Appraisals


Manager not able to approve employee's goal settings.

For organization hierarchy based cascade plan, the cascade button is not available for the top most manager.
For organization hierarchy based cascading plan, the scorecard gets created with not started: With manager status. As a result,
the top most person in the plan population is unable to access the scorecard.

Note:

The PER_PERSONAL_SCORECARDS table, still has the old manager -

Scorecard not available under new manager on changing hierarchy even after plan republish.

NOTE** The customer republish the plan with re-evaluate plan population option , but still the new manager is not able to see his team members goals .

Steps to reproduce the issue

Publish a plan on 17-March-2013

Employee 'AAA's Manager at the time of plan publish is Manager 'ABC'

Employee 'AAA's Manager changed to 'XYZ' on 24th March

Employee 'AAA's submitter his goal settings on 11-April-2013 for approval.

Now Manager 'XYZ' is unable to view employee 'AAA's goal settings and approve it.
