Requester LOV in iProcurement Checkout Shows Duplicate Results for Some Requesters

Symptoms
On : 12.1.3 version, Requisition Creation
During requisition creation flow, in the Checkout Summary page, the Requester LOV shows duplicate results.
This happens when 'POR_OVERRIDE_REQUESTER' profile option is set as 'Within Organization'. Users who have location code are displayed twice, once with null as location code and again with assigned location code.
Steps To Reproduce
1. Log in and access iProcurement.
2. Add item to cart and Checkout.
3. On the Checkout Summary page, click the LOV for Requester.
4. Results show the Requester twice, once with null as location code and again with assigned location code.
