User Responsibility Assignment End Date Not Immediately Effective

Symptoms
When a user responsibility assignment is end dated with today's date, the user can still access the responsibility for the rest of the day. The expected functionality when end-dating a user or a user responsibility is that access will be allowed only until the day previous to the end-date that has been entered. The end-date reach is the whole day, not until a certain hour of the day. So, if you want a user to login the system until his/her last day, you will need to set the end-date one extra day.
