"No Matches were found.." When Submit Timecard Imported from Excel using Import/Export (Disconnected Entry) Functionality - The Complete Solution (Doc ID 1553146.1)

On 12.1.3 User is unable to submit the imported timecard that was previously exported from a timecard. Getting the error:

No Matches were found for the value you entered in the list of values field.

Steps to reproduce
1. Fill timecard.
2. Save it as a template.
3. Download the template and saved as csv file.
4. Upload the template
5. Enter the hours on timecard and press continue.
