Error:ORA-00060: deadlock detected while waiting for resource during PO XML Generation After Patch 14254641 (Doc ID 1553911.1)

Symptoms

When attempting to approve a Purchase Order (PO) after application of <Patch 14254641>:R12.PRC_PF.B has been applied the following error occurs when the XML is generated:
  

ERROR

ORA-00060: deadlock detected while waiting for resource - ECX_ACTIONS.BIND_PROC_VARIABLES

 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a PO and submit for approval.
2. The xml fails to be generated.
