SR Owner LOV does not display resource with end-date 4712 (Doc ID 1554415.1)

Symptoms

On : 12.0 version, Service Request Form

ACTUAL BEHAVIOR
---------------
Resources that have an active_end_date set to 4712-12-31 which is often used as a default, result in the resource not appearing in the SR Owner LOV. The application considers this Resource to be end dated because 4712-12-31 is converted to 2012-12-31.

If the active_end_date is changed to 4713 or 2013 then Resource can be selected in the LOV.


EXPECTED BEHAVIOR
-----------------------
Resources should be available in the LOV even when they have an end date of 31-DEC-4712

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In the JTF Resource form confirm that the resource as an End Date with a year of 4712
2. In the Service Request forms Owner field look for that resource.
3. The resource is not available in the LOV
