Chinese Characters Are Converted To Special Characters When Entered In The Item Description During Creation of Non-Catalog Request (Doc ID 1554467.1)

In Oracle iProcurement, Release, when creating a non-catalog request, the Chinese language characters entered in the item description are being converted to special characters.

Steps To Reproduce

The issue can be reproduced at will with the following steps:
Responsibility: Internet Procurement
1. Log in to Oracle Applications, using an iProcurement responsibility.
2. From the iProcurement Shopping home page, click the Non-Catalog Request subtab.
3. On the Non-Catalog Request page, enter the Item Description in Chinese characters.
4. Now enter the category value.
After a value is selected in the Category field, the Item Description that was in Chinese is converted into Unicode characters (numbers, "&" and "#" characters).
Example: 这种情况表示组合&#3492

Business Impact

Due to this issue, users cannot enter the items with Chinese characters during the iProcurement session.
