Symptoms

After upgrading to 12.1.3 when trying to create WEB adi document using the Budget Wizard get the following error. You can see and select the values for the problematic segment, but at the time the Create Document button is pressed, the error occurs.

Segment XXX has a table validated value set assigned in the chart of accounts.
The error occurs for every value selected in the problem segment with table validated value set.

ERROR:

Value 0 for segment XXXX is not valid
