RFQ Email Notification to Sourcing Supplier Points to the Internal URL Rather Than External URL, and Gives Internal Server Error at Login Attempt (Doc ID 1554800.1)

Symptoms

Link on RFQ email notification sent to Sourcing Supplier points to the wrong url (internal url rather than external url), and gives error when the Sourcing Supplier user tries to respond using the link.

NOTE: If the user is already logged in, the notification link works.  If the user is not already logged in they will get the error every time.

Internal Server Error
The server encountered an internal error or misconfiguration and was unable to complete your request.
  
  
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a basic RFQ in Oracle Sourcing
2. Add an external supplier to the RFQ
3. Approve/Publish the RFQ
4. Supplier receives notification which contains 'Please click here to Respond' and 'Negotiation Details' links on the invitation email sent to suppliers for the RFQ, and these links point to the Single Sign On internal page. Supplier users cannot use these links since they do not point to the external login required for supplier users to login.
