Strategy Remains On Hold After a Broken Promise

Bill to level strategies are not coming off Hold, when promise is broken. And when a new strategy is assigned, it is assigned with an On Hold status, even though the promise to pay is broken.
Steps to Reproduce:
Responsibility: Collection Agent
Navigation: Transactions Tab
- Enter a promise to pay for the entire amount of the customers past due items. The strategy will go on hold.
- Wait for the promise to be broken.
- The strategy remains on hold.
