R12 Existing Rates Not Being Modified By New Rates Being Uploaded - No errors (Doc ID 1557181.1)

Running  GLDRICCP  "Program - Daily Rates Import and Calculation" - it is not updating existing daily rates.
Populating the GL_DAILY_RATES_INTERFACE table and then running the standard Program  - Daily Rates Import and Calculation" program to insert / update existing rate.
Insert is working fine but Update is not actually updating any existing rate.

The GL_DAILY_RATES_INTERFACE table is loaded with rates for a date and rate type that already exists. The MODE_FLAG is set to I.
The program GLDRICCP module: Program - Daily Rates Import and Calculation is run.

Expectation is that the existing rate would be  overwritten with the new rate from the interface table.
There are no errors and the log does not indicate it updated any records

The issue can be reproduced at will with the following steps:
1. Populate the GL_DAILY_RATES_INTERFACE table, with mode_flag = I
2. Run Daily Rates Import and Calculation
3. Check the Daily Rates
