Symptoms

Users from OID are not synchronized to EBS.

Provisioning Profiles for "OID to Application" and "Application to OID" have status ENABLED.
Profile option APPS_SSO has value SSWA_SSO and APPS_SSO_LDAP_SYNC is set to Y.
Related Business Events and Subscriptions are well enabled.
The Identity Management Realm in OID matches the one registered in E-Business Suite.
