Not all mails are sent when using the Notify functionality.

Additional info:
Patch 15844605:R12.OTA.B has been applied.

Emails are sent to all selected learners.

The issue can be reproduced at will with the following steps:
1. Create class
2. Enroll +10 learners
3. Waitlisted 1 learner
4. Go to Notify to raise emails
5. Email sent using text version for enrolled learners with Enrolled status.
