E-Business Tax Issue: Tax Rules Form Receives Unexpected Error When Querying on List of Values (Doc ID 1559914.1)

Symptoms

In the Tax Rules form, when trying to access the list of values for Configuration Owner, the following error occurs:

Exception Details.  
oracle.apps.fnd.framework.OAException: java.lang.NullPointerException
at oracle.apps.fnd.framework.OAException.wrapperInvocationTargetException(OAException.java:996)
at oracle.apps.fnd.framework.server.OAUtility.invokeMethod(OAUtility.java:211)
at oracle.apps.fnd.framework.server.OAUtility.invokeMethod(OAUtility.java:133)
at oracle.apps.fnd.framework.server.OAApplicationModuleImpl.invokeMethod(OAApplicationModuleImpl.java:797)
at oracle.apps.zx.lov.webui.GetDataViewLovCO.processRequest(GetDataViewLovCO.java:60)
at oracle.apps.fnd.framework.webui.OAWebBeanHelper.processRequest(OAWebBeanHelper.java:600)

Also, the Create and Update buttons are not available on the Tax Regime screen.
