Create Production Item With ICC Error: Internal Server Error / Oc4j_socket_recvfull Timed Out (Doc ID 1560538.1)

Symptoms

ACTUAL BEHAVIOR
Creating an item in Product Information Management (PIM/APC/EGO) times out with "Internal server error".
See timeout error in Apache error log.

WHAT IS WORKING
1) You can create Items With and Without ICC in Production.
2) You can create Items Without ICC in Test (but if choose ICC then fails).

EXPECTED BEHAVIOR
Create production item works without error.

STEPS
1. Navigate to PIM > Item Catalog > Create production item.
2. Enter ICC details > Press next (button).
3. Enter item number and details > Press Finish (button).
4. Error occurs.

Changes

Created new item catalog categories and attribute groups.
