Goal
User attempts to ship confirm an order and it fails with the following error:
Error: Process of Delivery line xxxx is not allowed because a hold exists at the order header level.
Error: Delivery line xxxx does not satisfy credit payment requirements for the order line or has a line or order level hold. This line cannot be packed or shipped.
Warning: The Ship Confirm option selected will unassign all the lines from delivery xxxx.

What is the expected functionality regarding new holds applied after lines have been pick released?
