Get 'Internet Explorer cannot download OA.jsp from ..' Error when Trying to View Resume Uploaded as External Candidate, Employee Candidate or Recruiter/Manager (Doc ID 1561401.1)

When attempting to view a resume uploaded as external candidate, employee candidate or recruiter/manager, the following error occurs after clicking on document name link:

Internet Explorer cannot download OA.jsp from ....

Internet Explorer was not able to open this Internet site. The requested site is either unavailable or cannot be found. Please try again later.

The issue can be reproduced at will with the following steps:
1. Log in as external or employee candidate.
2. Navigation: Home tab > My Account tab > Personal Information tab.
3. Scroll down to CV/Documents region.
4. Click on document name link.
5. Get error message.

The issue has the following business impact:
Due to this issue, CVs are not opening or viewing after upload for candidates and recruiters/managers.
