ROI Receipts Fail With "Error: PO Shipment (NUMBER = n) is not open"

Symptoms
ROI Receipts fails to be created if PO shipment is closed for receiving. Issue does not occur entering the receipts via forms. The problem did not occur on 11i.
Receiving Transaction Processor fails with the following error in po_interface_errors:
