RunInstaller Fails on Upgrade of IAS to 10.1.3.5.0 : Warning : OPMN is Failing to Start (Doc ID 1561543.1)

Symptoms

In R12.1.1, when attempting to upgrade iAS from 10.1.3.0 to 10.1.3.5,
runIUnstaller is blocked on the following Warning Windows popup :

WARNING ERROR

Warning : OPMN is failing to start. OPMN started in order to correctly install and configure the patchset.
Please start OPMN manually n order to continue with the patchset installation.
Click help for more information
Click OK to continue.


The issue can be reproduced with the following steps.

Note 454811.1 Upgrading to the Latest OracleAS 10g 10.1.3.x Patch Set in Oracle E-Business Suite Release 12  
Step 1
Set Your Environment to 10.1.3 ORACLE_HOME
Log in to the application tier as the OS user who owns the application tier file system. Navigate to the <INST_TOP>/ora/10.1.3 and source the <sid_machine>.env/.cmd file to set your 10.1.3 ORACLE_HOME.
Ensure that the location of the <1013_ORACLE_HOME>/ant/bin directory is included in the PATH Environment variable.
Step 2
Apply OracleAS 10.1.3.5 Patch Set
Unzip patch 8626084 (OracleAS 10g Release 3 (10.1.3) Patch Set 5 (10.1.3.5.0)) into a temporary directory (<patch-top>).
Unzip patch 8920270 (required patch for OracleAS 10g Release 3 (10.1.3) Patch Set 5 (10.1.3.5.0)) into an alternative temporary directory.
Follow the patch readme (perform steps 1, 2 and 3 only), then:
Change directory to /Disk1
Execute runInstaller (UNIX)
