Transaction Workbench: When Clicking On Lines Button, Error Is Received: Tax Jurisdiction Cannot Be Found (Doc ID 1561793.1)

Symptoms

After entering the header information in the Transaction Form,  then clicking on the lines button the following error is found in the fnd log file:


ar.resource.arxtwmai_folder_block.tgw_header.begin arxtwmai_folder_block.tgw_header(WHEN-VALIDATE-RECORD)+
ar.resource.arxtwmai_folder_block.tgw_header Bill to location fails eTax validation
fnd.src.osd.affile.affcuspath.start Constructing filepath. Appl=ZX, name=US, type_name=MESG, write_flag=0
fnd.src.osd.affile.affcuspath.end /d01/oracle/r12NP/R12DEV4/apps/apps_st/appl/zx/12.0.0/mesg/US.msb

Steps to Reproduce:

  1. Responsibility: Receivables Manager
    Navigation    : Transactions >Transactions
  2. Enter the information on the header of the invoice
  3. Click on Lines button
