Changing $APPLCSF to a Different Mount point Causes FSG Controller (RGSSRQ) to be Terminated By Signal 11 or Signal 10 for an FSG Report Set Publication

When publishing an FSG Report Set the FSG Controller program (RGSSRQ) ends with a signal 11 error.
Another symptom may be that the RGRSTXML module: Program - Publish FSG Report Set may end in error for the FSG Controller program, (RGSSRQ) with signal 10: "Program was terminated by signal 10".
The report set works without error when submitted using the Financial Reports menu. The same report set does not complete successfully when the standard program Publish Report Set is used.
The reports complete successfully if submitted separately. The reports fail only when included in a report set.
Both the original and new location for $APPLCSF have the correct permissions. RGSSRQ is the only program failing due to this change, and the issue is reproducible by changing the variable, and then changing it back to its original value. In addition, the $APPLPTMP directory is accessible and is listed as the first directory in the utl_file_dir specification.
The $APPLCSF environment variable was changed from the standard location to one that uses a new mount point.
