Symptoms

After running the Refresh AR Summary Table concurrent process, there are records left in the AR_SUM_REF_EVENT_HIST table. 
According to <Bug 6439156>, after the installation of ARCMUPGB.pls 120.21, there should be no rows in the AR_SUM_REF_EVENT_HIST table.
