GTAS: When Setting Up Reporting Code, Got Error ORA-01438 And ORA-01722 (Doc ID 1563315.1)

Symptoms

On : 11.5.10.2 version, Federal Setup

GTAS: When setting up reporting code, got ORA-01438 and ORA-01722

You don't have this problem in our first round of GTAS test where you have passed all Treasury validations.

In this round, you have applied GTAS Phase III patch and two fix patches: 14379156, 16298872 and 16703107. You then follow the same steps in the first round of test.
When you get to reporting code setup step, you successfully setup and saved Program Reporting Category Code. However, you have two problems with the rest of setup:

1) When setting up reporting codes/Apportionment Category B code, got ORA-01438: value larger than specified precision allowed for this column:
2) When setting up reporting codes/ Program Cost Indicator and when trying to save it, got: ORA-01722: invalid number.

The issue can be reproduced at will with the following steps:
1) When setting up reporting codes/Apportionment Category B code, got ORA-01438: value larger than specified precision allowed for this column:
2) When setting up reporting codes/ Program Cost Indicator and when trying to save it, got: ORA-01722: invalid number.
