Tax Exemptions Are Not Merged When Merging Customers

In R12.1.3, Tax Exemptions are not merged when merging customers.
Steps to Reproduce:
Responsibility: Trading Community Manager
Navigation: Customers > Account Merge
Merge From Customer: Customer 1: Tax Exemption (CA)
Merge To Customer: Customer 2: Tax Exemption (FL)
Submit the merge: Customer 1 merge to Customer 2
Expected Results: Customer 2 should have tax exemptions for both CA and FL.
Actual Results: Customer 2 has a tax exemption for FL only (CA tax exemption did not get merged)
