Symptoms
On : 12.1.3 version, Batches
When attempting to set the status of a 'Completed' Batch to 'Pending' after issuing out all the On-hand quantity of the Product,
the following error occurs.
This issue happens for both Lot Controlled and non-Lot Controlled Items.
The Organization is set to 'Allow Negative Inventory' in the Organization Parameters screen.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Batch
2. Complete Product qty, Batch Status = Completed.
3. Misc Issue out the Product qty.
4. Attempt to change the Batch Status from 'WIP to 'Pending'.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot set the Batch Status back to 'Pending'.
