iProcurement Receiving and Core Apps with Online Receiving Mode Gives Error Indicating Receiving Transaction Manager For Receipts, Returns And Correct Items Is Not Active - Even After Restarting Multiple Times (Doc ID 1565370.1)

Symptoms

iProcurement Receive Items and Return Items or Core Apps Receiving using Online Receiving mode gives error indicating the receiving transaction manager is not active. As a result the receipt or return is not processed.  The error can also occur with Confirm Receipts workflow

ERROR with Receive Items and Return Items

Error :
Your receipt could not be created successfully due to an unexpected error. Please contact your system administrator with the following information for further assistance.
"The receiving transaction manager for receipts, returns and correct items is not active. Please try later."

  

ERROR when using Confirm Receipts workflow

The Confirm Receipts workflow failed to process the receipts due to an error in the Receiving Transaction Manager, return code is: 94

The Receiving Transaction Management is not Active. Please contact your system administrator to activate the Receiving Transaction Manager.

STEPS TO REPRODUCE

1. Navigate to iProcurement / Receiving
2. Click Receive Items
3. Enter receipt details, and submit
- get the error
4. Go back to iProcurement Receiving
5. Click Return Items
6. Enter the Return details and submit
- get similar error
7. Go to Core Apps Receiving
8. Enter Receipts are Returns, and no error is received. The receipt or Return is created as expected. The issue only occurs in iProcurement.

IMPACT
Users cannot use the iProcurement receiving features.
