Order Line Is Closed with Quantity=0 And MTL Transactions Shows Incorrect Value (Doc ID 1565392.1)

Have order line which was in entered status but header was booked as well;
the picking rule assigned the material to this line no matter the line status was entered and the shipment got processed;
it caused the line to be closed with 0 as qty; the invoice got created with 0 as well. 


Problem Summary for Order Number: 1
The quantity are zero; even the invoice line was created in zero.
Need to fix both the order line (QTYs) and even the invoice.
The material transactions shows than QTYs were not zero.

Qty = 0
Shipped Qty = 0
Whse: ER2

This is the Invoice Number: 2; it is in $0.00 as well.
Invoice Transaction shows detail for the line 5.1
Qty = 0
Unit Price = $3.15
Amount = $0.00

Note: The material transactions (sales order pick and issue); 5 pcs were shipped hence why we have 0 pcs invoiced?

- Date: 17-Ma7-2013
- Primary UOM: EA
- Primary Quantity: -5

Expected the lines to show quantity at line and also to invoice with the correct quantity.

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User
2. Order Organizer > Query Order 1
3. Observe: Line 5.1 closed with quantity=0 and Invoiced with $0.00

The issue has the following business impact:
Due to this issue, one line is impacting finance side cause even the invoice was created in 0.
Material transactions when shipment happened got created successfully.
