Timecard for Terminated Employee Stuck In "Submitted" Status Without Launching The Approval Request Workflow To Approver When Submitted via Timekeeper (Doc ID 1565597.1)

On : 12.1.3 version, Timecard Approval

Timecard is stuck in "Submitted" status without launching the approval request workflow to approver.

An employee was terminated on 4/4/2013.  When the timecard is submitted via Timekeeper for the week prior to termination (e.g  3/24/2013 - 3/30/2013) , it submits successfully.  However, there is no  work flow that is sent to his supervisor for approval, and timecard is therefore stuck in submitted mode.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Setup Timecard approval as HR Supervisor
2. Submit a timecard for a terminated employee via Time keeper module. The time card will be stuck in "Submitted" status and no approval request workflow is sent to the approver.
